Description

Abstract

Natural Resource Inventories depict the existing features found on a tract of land prior to subdivision. They include all existing site features, historic features, and the regulated natural resources necessary to evaluate a site prior to development. Natural Resource Inventories are reviewed by the M-NCPPC EPS staff for signature approval. A signed NRI must accompany a preliminary plan application.

To establish the regulated natural resources located on a tract of land prior to proposed development.

NRI (Full Plan)

A Full NRI consists of a detailed NRI plan that shows all the required information for the legal boundaries of all lots and/or parcels that will be part of an application. This NRI type includes additional information including a forest stand delineation report, soils report, and a 100-year floodplain study and wetland study and plan (if applicable). Applications that do not qualify for an NRI Letter or Limited NRI must submit a Full NRI that provides information for the land area within the entirety of the legal boundaries of the future application.

Limited (Government/Linear Plan)

Government and/or linear projects may use the Limited NRI option. The types of projects that will use this option are projects such as stream restorations, park projects, utility installations or road improvements that may include area within one lot/parcel, or portions of multiple lots or parcels. The information required for a Limited NRI is the same as that required for a Full NRI; however, the area of analysis is limited to the area within the proposed limits of disturbance, extended to 100 feet outside the limits of disturbance.

Equivalency Letter (EL)

An NRI-EL is an NRI that is issued in the form of a letter and verifies the existing conditions of a site. The Letter covers the entirety of the lots and/or parcels that will be part of the land development or stormwater concept application. Only certain projects can qualify for a letter as described in http://www.pgplanning.org/Assets/Planning/Development+Review/NRI+Policy+Document.pdf. Government or Linear projects that result in the removal of woodlands do not qualify for an EL (See limited NRI).
