Definition: The two main federal laws concerning the manufacture and trade of firearms and explosives are the National Firearms Act (“NFA”) of 1934 (also referred to as “Title II”) and the Gun Control Act (“GCA”) of 1968 (also referred to as “Title I”). These laws imposed a tax on the manufacture and transfer of certain firearms and require the registration of those firearms. LICENSE_TYPE shows the various categories of license registration, differing in the particular privileges granted to and restrictions placed on the licensee in regards to commerce, manufacture, and importation of firearms and other regulated devices.

Federal law states that it is unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver any firearm or ammunition to any person if the person’s purchase or possession would be in violation of any State law or local published ordinance applicable at the place of sale or delivery. - Title 1 dealer or gunsmith other than destructive devices. May also deal in Title II NFA firearms with a Special Occupational Tax Class 3 tax stamp. Examples of such firearms are fully automatic weapons, short barrel rifles and shotguns, and suppressors.
